Problem: NetBeans thinks the file "con.properties" is an existing file in any
project folder.

Steps to reproduce:
1. Create a new project or open an existing project
2. In the "Files" tab, right click on any project folder and choose "New >
Properties File". "Properties File" does not appear as an option then choose
"File/Folder" and in the resulting dialog pick "Other" from Categories and
"Properties File" form File Types.
3. Type these three letters (without quotes) "con" in the File Name field.

At this point the "Next" and "Finish" buttons are disabled and a message appears
that "con.properties" already exists. This happens in any folder.

Minor clarification:

On Step 2 the second sentence should start with the word "If"

I am not able to reproduce it in the build 200509201800.
