Currently when a Library (e.g. Struts) is defined via the Library Manager, you
cannot associate .tld files with it. 

It would be nifty if I could associate" .tld files with a Library Definition in
the Library Manager, and upon building my project NB would copy the .tld files
into the WEB-INF directory of my Web-Project
