It's impossible attach any window (e.g. Files) on a splitter (e.g. Splitter
between Files View and Document Area). In NetBeans 4.1 this function is enabled,
so this problem is in new version only.

Stando, maybe caused by the splitter rewrite?

yes,  i turned this feature off because there were problems with the algorithm
deciding which splitter pane contains editor area. sometimes the window being
dropped got inserted into wrong position in the view hierarchy (e.g. an editor
window was inserted into non-editor area).

of course it's possible to attach a window to either side of the split bar.
