Steps:
1. Invoke "Versioning | Versioning Manager" from
main menu. Push "Add..." button. 
2. Choose "VSS" profile. VSS Database is
automatically setup.
3. Invoke "Versioning | VSS | Global VSS Get
Latest Version...".

"VSS Database" is empty. But "VSS Command" field
is setup automatically.

It's not bug. For global commands user must specify context, here the
VSS database.

An enhancement is that there should by a repository of VSS databases,
CVSRoots, SVN repositories, .... allowing user to reuse recent values.
