After talking to various people and here is my
observation which leads me to the opinion that
main project concept needs some changes.
1. There are people who prefer to use context
actions on projects and never use Icons in main
toolbar.
2. There are people who add their own
current-project sensitive actions into main
toolbar and use them.
3. J2ME Toolbar which is located in the main
toolbar follows the convention, i.e. it works with
main project but if someone works with with more
than one project (a library and an application)
the flow is broken. Usability tests have shown
that if it is in editor toolbar it is not visible
enough.
4. Some people say that they would prefer to
execute and debug main project but they would like
to configure properties, compile, etc. of current
project.

I agree it needs to be rethought - one possible solution is to deemphasize main project as suggested in issue 166780.
