The list of APIs for each release is supposed to
contain just those that are stable. Right now it
still contain everything even it is not part of
the release:
http://www.netbeans.org/download/4_0/javadoc/

I am ready to remove all nonstable APIs and as
requested on nbdev by Jesse and Peter keep also
APIs that will become stable in 4.1 there, even
they are clasified as under development:
