nb4 qbuild 20040910

A jar file in src and test classpath is updated
via CVS. But "fix imports" still uses the old
version of the jar file to work. Had to shutdown
and restart the IDE to "pick up" the changes of
the jar file.

The update of classpath jar files should take
effect automatically for all IDE funtionalities
without restarting the IDE.

FFJ 4.0 is much much earlier than NB 4.0, fixing version identifier.

I believe this is already filed somewhere, not sure. Anyway part of
javacore scanning, not project system.
