I see there is an xml indentation engine (similar
to the java indentation engine) defined under
tools options. However, I do not see the familiar
format menu action in the xml editor context menu.
This is inconsistent with the java module.

The xml indentation engine is mindless:)) It can only indent new line
during writing and it can't reformat a xml text. So this is missing
feature in xml editor -> I mark this issue as ENHANCEMENT.
