1. Select non empty package and invoke pop up menu
2. Switch to some package without classes and now it is possible invoke pp up menu with all actions

This may be in relation with CR 4617


[Hanz] ??? It is OK to have the same pop-up on empty package as like on non-empty package.

Resolved for 3.4.x or earlier, no new info since then -> closing.
