[ JDK VERSION : J2SE 1.4.2_05 ]

In Tools > Options > Editing > Java Sources: 
String Table the User string was set to default 
and not the string used by 3.6. I'm not sure 
about the other fields in Java Sources, as that 
is the only one I've changed.

I assume that this is similar to issue# 47594 & 
47653.

No, it is not a duplicate. Issue #51073 is about L&F | Java Elements
and annotations.

P3->P2 - this must be fixed for 4.0

According to the settings import strategy for 3.6->4.0 described in
issue #41265 (see  Additional Comments From Jaroslav Tulach 2004-06-07
05:41 PDT) this is not a defect.

You have probably customized Java Sources settings in several projects
and since they are the project settings just one copy was chosen to
import.

Closing as WONTFIX.

To johnjullion: John, is the strategy how settings are imported from
3.6 to 4.0 documented somewhere? I have found just
