Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Tools -> Javadoc Manager
3. Click on Add Folder or Add Archive button (see
result 2), or click on Add HTTP button (see result
3)

Results:
1. 'OK' (Add Folder) and 'Mount' (Add Archive)
buttons are in English.
2. Chinese punctuation full stop displays on the
win title. This looks bad.

The Javadoc Manager was removed from the latest IDE 6.5.
