Will attach documents.  This is simply separating the window 
system tab control from the rest of the window system, cleaning 
up its API and making it a separate library.

Documentation attached; note that while there is a fairly complete API for the tab control 
and SPI for UI delegates, the API category for this is friend  - the window system will 
simply declare a dependency on the tab control library and use the same classes it did 
before, from their new packages.
