1. Move these windows to notdefault positions. Move other windows, too.
2. Select File>Save settings
3. Exit IDE
4. Run IDE
5. Check windows positions, these two windows are incorrect.
Further observation showed: window is for short time after IDE start in correct position, but it immediately goes to default one.

Priority is changed to P4 (normal).

Verified in build 1100 and 30

Resolved for 3.4.x or earlier, no new info since then -> closing.
