I have added tomcat5/javahelp to the repository. 

I modified tomcat5/build.xml to add a javahelp target.

I checked in these changes on 2/6. The online help
did not appear in the 2/8 build. Please instruct
as to what else needs to be done to get this help
in the build.

I added the documentation to the build. I also changed the name of the
doc jar file from tomcat4.jar to tomcat5.jar.
