Issue 37943 records that "customization" is done
in very inconsistent ways in the IDE.  After
reviewing the different uses, the HIE group
concluded that the idea of "customize" isn't
adding any value (existing uses of "Customize" can
be done in other ways), and may actually be
confusing users since "customization" is not
consistenly done in the interface.

At the moment, it seems like almost all tag
library editing is done with customizers in the
Filesystems view.  It would be very desirable to
move this functionality into the source editor
portion of the IDE and allow people to do all tag
library editing there.  This would be consistent
with new trends in the IDE's interface, and would
remove the notion of "customization" as a means of
creating tag libraries.

BTW: old style taglib editor was removed in 4.0.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
