How to reproduce:
1) Create JSP file.
2) Type:
<1>
3) ERROR - "1" is not marked as invalid.

there is no reason to mark it as an error - such a tag is a common
HTML/JSP plain text. The JSP editor behaves in the some way as HTML
editor.
