The current behavior of scrollable tabs in
document area is not working very well. We need to
specify and correct:

- Correct the unpredictable jumping of tabs.
- Specify how the tabs should work if only a
portion of tab is visible on the left and right
side of the tab row.
- Specify what should happen when the tab row
width shrinks or expands.
- Specify what should happen when the user clicks
on a tab which is only partially visible.

Janko, in my opinion it's necessery to do it sooner, will be nice to
have specified behaviour before merge or a while later :(
