All this stuff is old & unused and is just code
clutter. It should be deleted. Perhaps the old
Setup Wizard should stay for "compatibility"
reasons, but certainly not the tips, which don't
work anyway. E.g. org.netbeans.core.TipsOnStartup.

Some of it is definitely gone. I am not sure if I cleaned out
everything or not.

Tips are gone, I think most of what this issue is talking is done. Closing as
fixed, please use new issue for some specific thing if needed.
