Add a command, that will allow managing of Modules
in CVS. This is copied from plans/plan.xml:

In "modules" file in the CVSROOT directory of the
repository there are stored aliases or symbolic
names of modules. Now if somebody wants to adjust
them in any way he has to do this somehow
externally. There should be a command such as
"Modules" in the CVS pop-up menu that would parse
this file (this is already done), show modules in
some reasonable form and give to the user chance
to manage them. It means renaming, redefining
links or whatever would be useful.

This issue was raised again during NetBeans 4.0 usability testing.
