Description: 
we ran the i18ncheck.pl script on the web and webadvanced modules, and 
came up with four thousand seven hundred strings. After simple filters
such as taking out commented lines and debug-guarded messages, the list 
is fifteen hundred lines long. These were further  filtered
down to a small number of messages that need to be Internationalized.
(See bug # 4487708 to internationalize those).

The rest of the strings need to have //NOI18N placed on them so that
the i18ncheck script runs clean, thus giving us good data.

The full huge list of these messages is attached. 

Evaluation: 
This was a pilsen task, and was completed. It should be done again for Orion,
but probably as a different tracking effort.
