As more and more plug-ins installed, the "Tools" menu in the IDE 
gets longer and longer, finally, its displays items beyond the 
bottom of the screen and cannot be selected by mouse. It can be 
selected by keyboard but its is very difficult to know which is the 
currently highlighted item.

JDK version do you use? Screenshot ?
And what about another menus, Editor menu ?

It also happens to other menus!

For a test, I create my own menu with the "Tools->Options" dialog 
and use the "Paste Link" to create menu items copied from "IDE 
Configuration+Look and Free+Actions".

Necessary to create little Swing app with long menu, to see whether it
is our of jdk problem.

It is behaviour of Swing. We cannot provide general solution. Look at
