Product Version = NetBeans IDE 8.2 (Build 201609300101)
Operating System = Linux version 4.10.0-35-generic running on amd64
Java; VM; Vendor = 9
Runtime = Java HotSpot(TM) 64-Bit Server VM 9+181

Reproducibility: Happens every time

This is a brand new istallation !!

STEPS:
  * click on icon new file or using the shortcut -> no window is open
  * click on icon new project or using shortcut -> project wizard doesn't open

ACTUAL:
  nothing happens.


EXPECTED:
  *file window opens
  *project wizard opens
