After deleting the .nbi lock file

NetBeans won't open when I try to start the IDE. I figured that I should restart my computer, then try to uninstall and re download. When I tried to uninstall, there a lock file that existed but when I removed the .nbi lock file NetBeans would not uninstall.

Please disregard all comments that occurred on July 19th preceding this one. I was simply testing some of the features. I have updated some of the information so that this thread would be more accurate. I apologize for any confusion.
