Custom toolbar doesn't work Mac (Sierra 10.12.5)

To be clear, I can create the toolbar but I can't drag objects to it, and there seems to be no way to add items to it.

It works on my PC -- is it broken on Mac version or some other way to add items to a custom toolbar?
