This bug was originally marked as duplicate of bug 161833, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

Please reinstall NetBeans.
There is an error:
Warning: the module C:\Program Files\NetBeans 8.1\ide\modules\org-netbeans-modules-javascript2-editor.jar (The system cannot find the file specified) could not be found, ignoring...

A bunch of modules can not be installed as a result and there are several not found Bundle files.
