Product Version = NetBeans IDE Dev (Build 201607190002)
Operating System = Linux version 4.4.0-31-generic running on amd64
Java; VM; Vendor = 1.8.0_101
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.101-b13

Reproducibility: Happens every time

STEPS:
0. Open Netbeans
1. Open JSF or other web application
2. Choose embedded webkit browser
3. start application
4. move browser window to the right
5. close NetBeans
6. Repeat 0., 1. and 3.

ACTUAL:
  the embedded browser is displayed in a bottom window

EXPECTED:
  browser displayed at the last window position (right)

Same happens to other windows: lots of them appear on a default (?) location ignoring the last position :(
Using Linux, 2 screen display, one 4k display with factor 1.25, NetBeans does not remember the last window sizes - on a windows PC (only the 4k display) NetBeans remembers the current sizes
