Please see attached image file.
"Debugger Window" do not come from Bundle.properties

How to reproduce
1.Select Debugging tab of workspace.
2.Select Debug -> Debugger Window
3.Tab name of Debugger Window is not in Japanese.

*OS:Solaris 8 
*JDK:JDK1.3.1
