Reproducibility: Happens every time

STEPS:
- open a file with an issue reference in a comment
- ctrl-click on 
- after the issue was opened ctrl-click on it again

ACTUAL:
- first click opens a tab with the issue editor
- second click opens a new tab with the issue editor, the first tab contains no elements

EXPECTED:
- the already opened issue tab becomes the focused, no new tab is opene
