Frequently, the mouse icon does not show correctly, particularly when it comes to indicating when things such as window boundaries are movable.

eg:

position the mouse over the vertical split between the left hand pane (which normally contains the projects view) and the main text editor pane on the right.

the mouse cursor will typically correctly show a split move is possible.

now, click (holding), and drag, then, release the mouse.

now, the mouse cursor will just be the pointer, and will not show a split is possible, even though it is.

without moving the mouse, now, click (holding) and drag, and the split will be moved again. (proving the split was possible, even though not indicated).

when you move the mouse away from the split, and back again, then, the mouse cursor will be updated to show a split adjustment is possible.

I have seen this behavior on both OSX and Ubuntu (Linux).
