Steps to reproduce:
1. Open or create a Java project
2. Open project properties
3. Switch to Hints tab
4. Select Use specific options
5. Close project properties
6. Invoke any hint
7. Select "Configure xxx hint"

EXPECTED: Project specific hint settings opened

ACTUAL: IDE global hint settings opened
