Messages do not come from Bundle.properties.
"Jikes Compilation" is not in Japanese.

To reproduce: 
1./ffjuser40 as user directory/sampledir
  /examples/clock/ClockFrame is chosen.
2.Right click is carried out on ClockFrame
  -> Properties.
3.Exection tab is chosen.
4.Compiler is chosen.
  ---"Jikes Compilation" not translated into
      Japanese.(JikesCompilation.gif)
