The web.core module is about the only real user for org.netbeans.lib.xerces in the standard IDE distribution. The only used methods are character-classification utilities - these could be implemented for example in openide XMLUtils (they are generic enough) or directly copied to web.core.

We can then remove xerces from the distribution - unmaintained / obsolete contrib modules will bring it during autoupdate.
