Cannot resize Output Panel down when maven option "Reuse Output Tabs from Finished Processes" is NOT enabled and there is >1 output tab. 
Output panel can be resized UP, but not DOWN.

If "Close other tabs" is clicked and tabs in Output are reduced to 1, then panel can be resized up AND down
