Ctrl+Shift+0 isn't recognized on a US-en keyboard.

It won't work in the editor, and it won't work in the Search in Shortcuts text box of the Keymap page of the Options dialog.

In the latter, it show up as Ctrl+Shift+ (without the 0).  Assigning or unassigning an action with Ctrl+Shift+0 does not affect whether it is recognized or not.

Ctrl+Shift+ works with all other digits, and with MINUS & EQUALS.

Alt+0, Ctrl+0, Shift+0, Ctrl+Alt+0, Alt+Shift+0 & Ctrl+Alt+Shift+0 all work.

I haven't tested other keys.

It seems that ctrl-shift-0 is consumed by another application, try stopping another programs and test it again

Sadly, a known issue.
