On JDK 1.4, the progress line flashes heavily, on 1.3 this 
is not so bad, but incorrect visual artifacts can still 
appear (attached).

progress line was developed by UI team, namely Filip Rachunek. I
suggest Filip take care of this issue, create patch diff, attach to
this issue. Core will review the patch and integrate. Thanks.
