In the dialog to create/edit a task repository there is a checkbox to "Enable local Usernames", this setting is reset upon application restart and has to be set again.

It should be part of the user preferences.

Steps to reproduce the problem:

Create a new task repository (e.g. Bugzilla)
Check the "Enable local Usernames" checkbox
Close the dialog 
Restart NetBeans
Go in the Services/Task Repositories list
Edit the repository created in the previous steps
The check box is not selected.
