This bug was originally marked as duplicate of bug 213054, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

report 699892 is caused by php wizard iterator initialize() method effectively calling io related calls that appear to hang.

report 705548 is about PackageViewchildren.PackageNode.getIcon() loading new projects via AccessibilityQuery.isPubliclyAvailable(). Which is strange given that the packages should in most cases belong to the project showing the packages, here belongs to a handful of projects that were not previously opened in the current session (thus are not even loaded)

so while 699892 is caused by a single or limited amount of IO touches, the other report is slowed by IO as well but by a lot of individual IO operations associated with loading of projects.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
