[nb_dev](20020517), [jdk1.4](fcs)

Steps to reproduce:
- run IDE in MDI
- open some form file (e.g. MemoryView)
-> Component Palette contains all categories , but
not all beans (no beans ) in categories Layouts
and Borders.

Previous restart I hadn't saw beans in Swing and
Swing Other categories (it seems like it depends
on some race condition)

I admit I saw it once or two times. I've made some changes 
that could help, but I'm not able to reproduce the problem 
reasonably to be sure it is fixed. Integrated to dev trunk.

(resolving as WORKSFORME as the fix is not sure)

Resolved for 3.3.x or earlier, no new info since then -> closing.
