This issue is only in GTK laf. TabbedController should probably set special margin if LAF is GTK. TabbedController just displays a panel that some client gives. It is up to the client to produce the desired layout. For example I see that there is no margin set in the GeneralEditorPanel. Editor options's panels should be modified, see for example FileAssociationsPanel in core.ui module. re-assigning for evaluation.
