I was looking at the customize layout dialog today as part of reviewing a
tutorial, and I noticed that the dialog uses 1 scroll pane to allow a user to
view the whole dialog.  I think this is wrong, I think there should be 2
scrollable areas, one for the left panel, and one for the right.

I will be attaching images which shows that when you select a component, in
this case the First Name text field [Image 1], you need to scroll the whole
dialog down if you want to set inset values, for that component.  This means
that you can no longer see the First Name text field [Image 2].
