In New Wizard, template description for Generic
VCS appears in English when running ja locale.

Because we cannot localize template description
since l10n.list has not the following file.

vcsgeneric/src/org/netbeans/modules/vcs/advanced/config/templatesGEN_VCS_FS.html

Please add this file to l10n.list in orion_fcs.

Fixed in the main trunk and in orion_fcs branch.
