* Open Quote/customer.cc
* Refactor->Rename "Customer" to "Customer_new"
* "Edit|Undo" menu item is disable => impossible to undo refactoring 

workaround: switch between tabs in editor and open customer.cc tab again

more of that, undo works only for cc file, leaving header intact

It's a general issue. Edit->Undo is disabled even for simple java app immediately after refactoging.
More over Undo on Toolbar has different behavior then menu Edit->Undo.

Interesting that Undo action works fine if instead of refactoring I use Preview and then refactoring

Report from old NetBeans version. Due to code changes since it was reported likely to not happen. Feel free to reopen if happens in 8.0.2 or 8.1.
