Steps to reproduce:
1.  Right click java file, invoke “Debug file”.
2.  Go to debug view,
3.  Right click on thread1 (running) invoke “suspend”.
4.  Right click on thread2 except “Make Current” remaining 2 options are disabled (unexpected behavior)
5.  Right click on Thread1, “Resume” option was disabled and other 2 options were enabled (unexpected behavior).
