Look of the French Web site

Just look at http://fr.netbeans.org

The man banner is broken on all major Web browsers, and version numbers says anything. (look at the attached screenshot)

French student also get this url. They look first in french language (by research engine that is in french locale ) First result is this page :(

This is a weak point for visibility. 

This looks like an easy fix, a simple redirect would be better than current https://fr.netbeans.org/ which shows a big nb 6.7 logo.

French index, lacking lots of info (version number..) is located here:
https://netbeans.org/index_fr.html

But I would recommend redirect to https://netbeans.org 
 -> not so complicated english to read
 -> lots of up to date links

I think it's best to remove or redirect to english netbeans.org . 

fr.netbeans.org is not maintained and should go away.

Updated fr.netbeans.org to put very basic information for localization team. nblocalization project is not so active but should take localization tasks.
