Since the option to set a non-default user dir has been around for sometime the upgrade of this folder is not done since is not detected. I propose that the installer prompts for a custom location if not found in the default place. Maybe even allowing selecting it after install.

During the first start of the IDE only the default location will be searched for. I think that this covers most of the users. In the opposite case the experience will be bad as all users will be asked to specify a custom user dir to import settings from, increasing the first start time.

If some user has a custom non-default user-dir set then he can import settings using the Import/Export functionality from the Tools->Options dialog. Thank you
