It would be good to make toolchains easily shareable. 
I can imagine 2 things:

1) Somethere in Toolchains dialog could be a button like "Look for community toolchains", and it looks in some way at plugin portal and suggest to install available toolchains.

2) IDE can detect a "home-brewed" toolchain added by user and suggest to publish it on plugin portal. The process should be fairly automated.
