I have a strong need to have MDR be able to generate an XMI DTD and Schema from 
a metamodel.  Although DTDs and Schemas are only used for validation, they are 
very valuable when transitioning engineering teams from the old way of 
handcoding metadata management to the new model-driven approach.

This feature can be split in two "subfeatures", which can be 
implemented independently:
XMI Schema generation ( #21659 )
DTD generation (#21655)
