The "Add Tomcat Installation" dialog box only displays the 
Cancel and Help buttons until a valid Tomcat 4.0 home
directory is chosen.  Then the OK button appears.  Java
Look and Feel guidelines state that unavailable buttons 
should be disabled.  See:

The OK button should always be visible, and it should be
disabled if it is not currently available.
