Steps:
1. Open the Services Window (main menu Window|Services).
2. In Issue Trackers node invoke the popup menu and select Create Issue Tracker.. 
3. Type bugzilla URL: http://kenai-test.cz.oracle.com/bugzilla
to the "Issue Tracker Url" and "Name" textfields.
4. Invoke "Find Issues..." from popup menu of previous created "Issue Trackers" subnode.

The connection to the bugzilla server is established but window "Edit Issue Tracker" shows up anyway.
