- write some robustness test which gives corrupted toolbar configuration xml
andd see how system deals with it. It should only disable proper part of
toolbar, popping warning message, but only one time! - it means delete corrupted
file or rename it so that default can be used again during next start
See attached ide.log for review of current situation when xml is corrupted (user
said no windows, no workapaces...)

Works relatively OK now, marking as fixed.
